طالب وزير الخارجية الإيراني عباس عراقجي أمس (الأحد)، أمريكا بتعوض كامل للأضرار الناجمة عن الحرب التي دخلت أسبوعها الثاني، وذلك في رسالة وجهها إلى الأمين العام للأمم المتحدة وأعضاء مجلس الأمن ووزراء خارجية الدول الأعضاء في المنظمة الدولية.
وقال عراقجي إن «التعهد بالتدمير الكامل لمناطق ومجموعات من الناس يمثل مؤشراً واضحاً على حالة العجز التي تعيشها الولايات المتحدة إزاء إخفاقاتها»، مدعياً أن العالم يشهد هجمات عسكرية أمريكية وإسرائيلية تستهدف مدارس، ومستشفيات، ومباني سكنية، وبنى تحتية، وصالات رياضية، ومراكز إغاثة في إيران.
وأشار إلى أن بلاده تمارس حقها في الدفاع المشروع عن النفس استناداً إلى المادة 51 من ميثاق الأمم المتحدة، مبيناً أن الهجمات أدت إلى وفاة أكثر من 1300 مدني وتدمير 9669 هدفاً مدنياً، من بينها 7 آلاف و943 وحدة سكنية و1617 مركزاً تجارياً وخدمياً و32 مركزاً طبياً وصيدلانياً، و65 مدرسة ومرفقاً تعليمياً، و13 مبنى تابعاً للهلال الأحمر الإيراني، إضافة إلى عدد من منشآت البنية التحتية لتأمين الطاقة.
واعتبر عراقجي تصريحات الرئيس الأمريكي دونالد ترمب اعترافاً صريحاً بالمسؤولية عن جرائم الحرب والجرائم ضد الإنسانية المرتكبة منذ 28 فبراير في أراضي إيران، على حد زعمه.
ولفت إلى أن الولايات المتحدة انتهكت حظر التهديد باستخدام القوة المنصوص عليه في المادة 2/4 من ميثاق الأمم المتحدة، معتبراً أن تهديد إبادة مجموعات من الناس يشكل انتهاكاً صارخاً للحق في الحياة ويمهد لتصعيد الهجمات ضد المدنيين.
وقال عراقجي: إيران ستواصل ممارسة حقها في الدفاع المشروع إلى أن يضطلع مجلس الأمن بمسؤولياته للحفاظ على السلم والأمن الدوليين، مضيفاً أن التصريحات الأمريكية تترتب عليها مسؤولية دولية على عاتق الولايات المتحدة ومسؤولية جنائية دولية على رئيسها.
ودعا وزير الخارجية الإيراني الأمين العام للأمم المتحدة ومجلس الأمن إلى اتخاذ التدابير المناسبة لوقف ما وصفه بـ«جرائم الحرب الجارية وتعزيز مساءلة الولايات المتحدة ورئيسها».
The Iranian Foreign Minister Abbas Araghchi demanded yesterday (Sunday) that the United States fully compensate for the damages caused by the war that has entered its second week, in a letter addressed to the Secretary-General of the United Nations, members of the Security Council, and foreign ministers of the member states of the international organization.
Araghchi stated that “the commitment to the complete destruction of areas and groups of people is a clear indication of the state of impotence that the United States is experiencing in light of its failures,” claiming that the world is witnessing American and Israeli military attacks targeting schools, hospitals, residential buildings, infrastructure, sports facilities, and relief centers in Iran.
He pointed out that his country is exercising its right to legitimate self-defense based on Article 51 of the United Nations Charter, indicating that the attacks have resulted in the deaths of more than 1,300 civilians and the destruction of 9,669 civilian targets, including 7,943 housing units, 1,617 commercial and service centers, 32 medical and pharmaceutical centers, 65 schools and educational facilities, and 13 buildings belonging to the Iranian Red Crescent, in addition to several energy infrastructure facilities.
Araghchi considered the statements of U.S. President Donald Trump to be a clear acknowledgment of responsibility for the war crimes and crimes against humanity committed since February 28 on Iranian territory, according to his claim.
He noted that the United States has violated the prohibition on the threat of the use of force as stipulated in Article 2/4 of the United Nations Charter, considering that the threat of extermination of groups of people constitutes a flagrant violation of the right to life and paves the way for escalating attacks against civilians.
Araghchi said: Iran will continue to exercise its right to legitimate defense until the Security Council fulfills its responsibilities to maintain international peace and security, adding that the American statements entail international responsibility on the part of the United States and international criminal responsibility for its president.
The Iranian Foreign Minister called on the Secretary-General of the United Nations and the Security Council to take appropriate measures to stop what he described as “ongoing war crimes and to enhance accountability for the United States and its president.”
